About the Job: 

The Purpose of the Role is to oversee and direct the activities of the procurement operations of QM ensuring that all purchases are delivered on time, according to the requirements set and to a high standard of quality.

Duties and Responsibilities:

  • Contributes to the strategy development and implementation for the Procurement Department
  • Works with direct reports to identify and establish medium to short term strategic priorities and targets, in line with QM’s policies and guidelines and ensures their successful execution
  • Champions initiatives that enables maximum output that fully contributes to the delivery of Department goals
  • Leads policies and procedures review to identify areas of improvement within own function and recommends changes leading to best-practice operations and compliance with legislative standards and guidelines
  • Provides Senior Management with regular reports with analysis and comments on performance and results
  • Directs the procurement process including vender selection, evaluation and negotiations
  • Determines the type of contracts to be used when procuring services for QM
  • Determines the method by which the purchase orders will be made (Limited tender, public bidding, single source bid etc…)
  • Defines the timelines requirement for the procurement of services to support QM strategic activities
  • Surveys the market to establish a database of potential suppliers and their relative costs
  • Develops pre-qualification requirements and identifies suppliers that are pre-qualified to bid for QM tenders
  • Negotiates contract terms and conditions from specs of products or services, delivery details, duties and taxes to be paid, logistics support etc.
  • Ensures that all purchase orders are effectively tracked through regular inspections
  • Develops and improves the Procurement Department’s policies and procedures that are efficient and compliant
  • Provides regular reports to the Finance Director on the procurement pipeline
  • Seeks ways of improving the purchasing function in meeting customer requirements
  • Strives to provide uninterrupted availability of products and services through proactive procurement management
  • Works directly with suppliers to speed up and improve the purchasing process
  • Collaborates internally with other QM departments to understand and asses their procurement needs
  • Manages relations with 3rd parties, suppliers and outsourced service providers to maximise potential for QM and minimise cost
  • Attends conferences, meetings and seminars in order to remain abreast of industry trends and latest developments
  • Motivates staff and empowers direct reports by providing the necessary tools and support required to meet Department goals
  • Establishes clear direction, prioritizes tasks, assigns and delegates responsibility; monitors individual performance, provides regular feedback and takes prompt action where necessary
  • Implements Qatarization programs to enable QM to attract local talent and to develop talent over time to take on meaningful roles within QM
  • Builds opportunities for staff to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
  • Provides guidance and ensures staff comply with QM’s policies, processes, practices and systems
About The Applicant: 

Qualifications and Requirements

  • Thorough knowledge of procurement management and administration
  • Bachelor’s degree in Business Administration or related field required; Master's in Business Administration is preferred
  • A minimum of 8 years of relevant experience leading a procurement or purchasing offices within a large organization
